Lethal Attacks is a passive talent in row 1 of the Marksmanship tree. It needs no points in Marksmanship, so you can take it from level 10 (up to 5 levels sooner with the Legacy perk Talented). It has 5 ranks. It has changed since Classic Era. It was called Lethal Shots in Classic.
